The Liverpool Standard Part 1 qualification and a street knowledge test before licensing, then the Part 2 NVQ within your first year.
New drivers pass the Liverpool Standard Part 1 qualification and a street knowledge test, then complete the Liverpool Standard Part 2 (a Level 2 NVQ) within their first 12 months.

How to take the test
- Get a certificate of good conduct if you've lived abroad 3+ months since 18, and an enhanced DBS (within 6 weeks).
- Generate a DVLA check code and pass the Liverpool Standard Part 1 with an approved provider.
- Pass the street knowledge test (£70), complete ID and right to work checks, and get your medical.
- Apply for your licence (£180), then pass the Part 2 NVQ within 12 months.
What the test covers
- Liverpool rules: The Liverpool Standard, street knowledge test and licensing requirements.
- Plying for hire: Pre-booked only, touting, ranks and matching licences.
- Safeguarding: Children, vulnerable adults, CSE, county lines and modern slavery.
- Equality & disability: Assistance dogs, mobility help and the Equality Act 2010.
- Road & passenger safety: Phones, seatbelts, child seats and safe drop-offs.
- Law & wider safety: Smoking, data protection, terrorism and suicide awareness.
What you need for your licence
- Enhanced DBS issued in the past six weeks
- DVLA driving licence check code
- Medical certificate
- ID and right to work documents in person
- Certificate of good conduct if you lived abroad 3+ months since 18
On the day
- Photo ID and booking confirmation for the street knowledge test
- Bring original ID and right to work documents for your in-person checks
- Revise local routes and landmarks for the street knowledge test
- Use an approved provider for the Liverpool Standard, or your certificate won't count
- Diary a reminder: Part 2 NVQ must be passed within 12 months of your first licence
